The Local National LLM Initiative is a national-level program designed
to establish a domestically controlled Large Language Model
that enhances National AI readiness, resilience, and competitiveness.
The project forms a core pillar of National digital transformation
by enabling trusted, secure, and locally governed AI deployment
across public, industrial, and academic domains.
Background & Strategic Necessity
While global AI platforms have accelerated AI adoption worldwide, reliance on foreign-hosted models presents structural challenges for countries, including:
Dependence on overseas AI infrastructure and platforms
Limited incorporation of local languages, regulations, and cultural context
Data independence, security, and compliance concerns
Insufficient national accumulation of AI intellectual capital
A Nation-owned and locally operated LLM is therefore essential
